A few good questions.

Is this only for hiring decisions?

No. Compare a hire with process improvements, outsourcing, pricing or job-mix changes, and equipment purchases. The important question is which option addresses your specific bottleneck.

Do I need to be good with spreadsheets?

The guide walks you through the workbook in order. Blue cells are for your inputs; linked and calculated cells do the math. Start with the sample, then enter assumptions you can explain.

What numbers should I have ready?

Bring annual revenue, gross margin, current owner hours, available cash, and a minimum cash balance you want to protect. For each option, estimate ongoing costs, upfront costs, revenue, and hours recovered.

Is this a complete cash-flow forecast?

No. It is a first-pass decision tool. The simplified model does not calculate collection lag or monthly cash timing. Seasonality, retainage, financing, taxes, and gradual revenue ramps may require a custom monthly forecast.
